Google groupped stacked bar



I am creating a groupped stacked bar chart using Google chart apology.
But two y axis are showing different Value as range. So for same data one bar is showing different hight and another bar is showing different hight. Can you please let me know how to make both the y axis same please. I don't want to make the axis hight fixed else for smaller data hight will be shown small
